How is the parallel-market dollar rate set?

No single body sets the dollar rate on Libya's parallel market. It is formed by supply and demand among money changers, traders and individuals. When demand for dollars rises - for example before travel, Hajj or study-abroad seasons, or when letters of credit for importers are delayed - the rate goes up, and when foreign currency is more available it falls.

Rates also react to Central Bank of Libya decisions such as fees on foreign-currency sales and personal allowances, to oil revenue, and to political and economic news. That is why the rate can move several times in one day, and we record every update with its time to show the day's high and low.

Why does the dollar rate differ between Tripoli and Benghazi?

The two cities usually differ by a small margin because of differences in cash available to money changers, local demand and the cost of moving money. The gap is often a fraction of a dinar, but it can widen during crises or when one city runs short of cash.

Cash dollars, Wahda cheques and dollars by cheque

Dollars are traded in Libya with more than one payment method, and each has its own rate. The cash dollar rate is the price of a dollar paid for in cash dinars. The Wahda cheque rate is the price when you pay with a cheque drawn on a Wahda Bank account; it is usually higher than the cash rate because dinars held in a bank account are less liquid than cash during the liquidity crunch.

The dollar by cheque item shows the rate for dealing with bank cheques in general. Check which payment method you are using before comparing rates, as the gap between cash and cheque can be large.
